What is changing
Switzerland plans two new licence categories under the Financial Institutions Act. Payment instrument institutions would be the only firms allowed to issue regulated stablecoins, and crypto institutions supervised by FINMA would cover custody and trading. The consultation closed on 6 February 2026. The bill still has to go to Parliament, so there is no date yet.
