The PSAV Rules in Argentina
Registration with the CNV is mandatory for crypto service providers operating in Argentina, including foreign firms using a .ar domain.
Argentina's Law 27,739 of March 2024 defined virtual asset service providers (PSAVs) and made the CNV, the securities regulator, the authority for them. The CNV created the Registro de PSAV with General Resolution 994 (Boletín Oficial, 25 March 2024) and tightened the rules with General Resolution 1058/2025, published on 14 March 2025 (RG 1058/2025).
- Registration. Residents and Argentine companies that carry out any PSAV activity must register. Anyone not registered must refrain from carrying out PSAV activities in Argentina; breaches can be sanctioned under Article 37 of Law 27,739.
- Foreign firms. A company incorporated abroad is treated as operating in Argentina, and must register, in cases including when it uses any “.ar” domain for its activities. It registers through a local company or a branch.
- Small individual providers. Natural persons are exempt if their PSAV activity does not exceed UVA 35,000 a month in aggregate.
- Deadlines for firms already registered. Natural persons had to file the required information before 1 July 2025, Argentine companies before 1 August 2025 and foreign companies before 1 September 2025; otherwise the CNV cancels the registration. All other requirements apply to them from 31 December 2025.
- Systems audit and names. PSAVs need an annual systems audit, and no unregistered person may use a name or advertising that suggests it is a PSAV.
