Yes. BINANCE SERVICES LATINOAMÉRICA S.A. DE C.V. -S.S.E is PSAV No. 76, with the website https://www.binance.ar.

Is it legal to offer crypto services in Argentina without registering?

No. Under CNV General Resolution 1058/2025, anyone not on the PSAV register must refrain from PSAV activities in Argentina.

Does a foreign crypto exchange have to register in Argentina?

Yes, if it carries out PSAV activities in Argentina, for example using a “.ar” domain; it registers through a local company or a branch.

Is the PSAV register a licence?

It is a mandatory registration with the CNV, with conduct, custody, audit and anti-money-laundering requirements under RG 1058/2025. The CNV calls it a register.
