   The Diet enacts the Act. Crypto-asset trading regulation moves from the Payment Services Act to the Financial Instruments and Exchange Act.

   First provisions take effect 20 days after promulgation: higher penalties for unregistered business and new criminal-investigation powers for the SESC.

   Latest date for the main provisions. The Act takes effect on 'a date set by Cabinet Order within one year of promulgation' (Supplementary Provisions, art. 1). Promulgation was 23 July 2026, derived from the FSA's 20-day count, so the latest date is 22 July 2027 by our calculation. The Cabinet Order date has not been announced.
