39 Companies Hold a New York Crypto Licence. Who They Are

BitLicenses, money transmitter licences and trust charters by year, the 6 stablecoins approved in New York, and who is missing.

The short version: 39 companies are on NYDFS's list of regulated virtual-currency entities (read 21 Oct 2026): 13 limited purpose trust companies, 15 holders of both a BitLicense and a money transmitter licence, and 11 with a BitLicense only. 4 were added in 2026. Six stablecoins are approved for issuance in New York and listed on the state's Greenlist (NYDFS).

What the Licence Covers

Since June 2015, under 23 NYCRR Part 200, any person engaging in “Virtual Currency Business Activity” involving New York or New York residents needs a BitLicense or a New York banking-law charter with approval for that activity. The activities are transmission, custody, buying and selling as a customer business, exchange services, and “controlling, administering, or issuing a Virtual Currency” (NYDFS). According to DFS, a limited purpose trust company can exercise fiduciary powers, while a BitLicensee cannot, and can transmit money in New York without a separate money transmitter licence; a BitLicense applicant must apply for one separately.

Stablecoins Approved in New York

NYDFS's Greenlist names 8 coins that any licensed or chartered entity may list after notifying DFS. 6 are marked as stablecoins approved for issuance in New York: Gemini Dollar (GUSD), GMO JPY (GYEN), GMO USD (ZUSD), Ripple USD (RLUSD), WisdomTree Dollar (USDW) and WisdomTree Gold (GOLD). The list does not name each coin's issuer.

Who Is Not on the List

  • Paxos and Fidelity Digital Assets: the OCC decisions describe both as New York trust companies converting to national trust banks (OCC charters). Neither is on DFS's current list. We found no DFS notice explaining this and do not infer one.
  • Kraken, Tether and Binance.US have no entry.
  • DFS has published 5 notices of voluntary surrender since December 2023: Coinsource, Genesis, SoFi Digital Assets, Cboe Clear Digital and two Bakkt companies.

The full list with licence types is on the New York page.
