What is changing
Since 30 June 2025, Singapore-based providers that serve only overseas customers have needed a licence under Part 9 of the FSMA. MAS said it would generally not grant such licences, so those businesses had to stop. Providers that serve customers in Singapore remain regulated under the Payment Services Act and other existing laws.
