38 Companies Hold a MAS Crypto Licence in Singapore. Who They Are

The short version: 38 companies are licensed by MAS to provide digital payment token services (MAS Financial Institutions Directory, read 21 Oct 2026). All 38 are major payment institutions; no standard payment institution is licensed for this service. They belong to 35 brands: Paxos has two licensed companies and StraitsX three. 13 are licensed for DPT service only; the rest may also provide other payment services (MAS).

How to Read the List

• The Payment Services Act has applied to digital payment token services since 28 Jan 2020 (MAS). Under the Act, providing these services in Singapore needs this licence unless the provider is exempt.
• MAS's directory does not show the date a licence was granted. Our firm pages show the date we first saw each company on the list; we keep a daily snapshot.
• Brand names: we group companies under a brand only where the legal name contains it, except Crypto.com, whose Singapore terms say the services are provided by Foris DAX Asia Pte Ltd “as the holder of a Major Payment Institution License approved by the Monetary Authority of Singapore” (Crypto.com, company source).

Who Is Not in the Directory

Binance, Bybit, Kraken, KuCoin, Bitget and HTX: no institution with these names is in the MAS directory at all (searched 21 Oct 2026). We re-run the search on every build.
