The Rules in Brief

• The rules. The NAPP regulation on licensing service providers in the sphere of crypto-asset turnover was registered by the Ministry of Justice on 15 August 2022 (reg. no. 3380) (Lex.uz).
• Four types. It licenses crypto-exchanges (a platform to buy, sell or exchange crypto-assets), mining pools, crypto-depositories (issuance, initial placement and safekeeping of crypto-assets) and crypto-stores (“crypto-shops”, buying and/or selling crypto-assets). A licence is issued separately for each type, for an unlimited period, and cannot be transferred to another legal entity (Lex.uz).
• The register. NAPP publishes an electronic register of licences with the licence index and number (CE, CD, CS), the issue date and the grounds for reissue, suspension or cancellation, plus a separate registry of inactive licences (NAPP).
