Digital Asset Exchanges Registered With the SC

5 digital asset exchanges are registered with the Securities Commission Malaysia (SC) as Recognized Market Operators (as of 20 Jul 2026). The SC lists 40 exchanges as not permitted to continue operations from 1 March 2019 (21) or 1 June 2019 (19).

The Rules in Brief

• Who needs registration. Since the Capital Markets and Services (Prescription of Securities) (Digital Currency and Digital Token) Order 2019 came into force on 15 January 2019, qualifying digital currencies and tokens are securities, and every digital asset exchange (DAX) operator must be registered with the SC as a Recognized Market Operator (RMO) under sections 7(1) and 34(1) of the Capital Markets and Services Act 2007 (SC list, SC release, 30 July 2021).
• Operating without registration is an offence under section 7(1) of the Act (SC release, 27 December 2024). Entities not approved by the SC, including those that operated in the transitional period, had to cease all activities and return all monies and assets collected from investors (SC list).
• Revised guidelines (20 May 2026). The SC revised its Guidelines on Recognized Markets for DAX operators, effective 20 May 2026: faster product approvals, stronger client-asset safeguards and governance, higher financial, shareholding and competency requirements, and membership of the Financial Markets Ombudsman Service in 2026. It also reported administrative action against four DAXs for operating without registration, and work with technology companies such as Google to limit promotion by unregistered DAXs from 14 April 2026 (SC release).
