What changes on 30 October
30 Oct 2026 is the last day for virtual-asset service providers already operating in Brazil to apply to the Central Bank for authorisation. Below: what the rules say and what the data shows.
Who must apply
Companies that on 2 Feb 2026 provided virtual-asset intermediation, custody or brokerage must apply within 270 days (Res. BCB 520, art. 88, I). Phase 1 of the application must be filed by 30 Oct 2026 with a standard request and declarations (IN BCB 704, art. 9).
Providers that filed on time
They may keep operating until the process is concluded, without taking on another modality meanwhile (art. 88, §6). From filing, they must report client, balance and custody data to BCB (art. 88, III).
Providers that did not file
They must stop providing services within 30 days after the deadline (art. 88, §7). By VASP Tracker's count, that is 29 Nov 2026.
6 November: banks and payment institutions
From 6 Nov 2026, BCB-authorised institutions may not carry out or enable operations with unauthorised virtual-asset providers, except as the rule allows (Res. BCB 589, amending art. 91 of Res. 520). The original text set 30 Oct 2026 and referred to providers “not authorised or in the authorisation process”.
Banks, brokers and foreign companies
Already-authorised institutions file a formal notification with a technical certification (art. 22). Foreign entities must transfer operations and clients to an authorised institution or a local SPSAV (art. 23).
What the data shows so far
At reference date 30/09/2026, BCB open data listed 7 open SPSAV processes. No SPSAV was listed as authorised. 0 of 22 major tracked platforms appear in that dataset; others say they filed after the reference date. The next monthly reference date (31 Oct 2026) is the first that can reflect filings made up to the deadline.
