Binance Files SPSAV Application With Brazil's Central Bank, Valor Reports
Valor Econômico reported on 26 October 2026 that Binance filed an application with the Central Bank of Brazil (BCB) on 23 October for authorisation as a Sociedade Prestadora de Serviços de Ativos Virtuais (SPSAV). According to Valor, the filing was made through BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais, a company in the Binance group. Filing an application is not authorisation: it means a request is under review, not that the firm is authorised to operate as an SPSAV.
What Valor Reported
Valor wrote that the application was filed on Friday, 23 October, and that BBrasil was set up specifically to seek the SPSAV licence. It also notes that Binance already operates Binance Brasil Corretora de Câmbio e Valores Mobiliários in Brazil. Thiago Sarandy, Binance's country head in Brazil, was quoted saying that filing the application "reinforces our commitment to Brazilian users to offer products and services within the conditions set by national legislation and regulation."
Not Yet in BCB Open Data
The latest BCB open-data reference date for authorisation processes is 30 September 2026. That snapshot does not list an SPSAV process for Binance or for BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais. Absence from that cut-off does not disprove a later filing; the next monthly reference date, 31 October 2026, is the first that can include applications made in October.
Deadlines That Still Apply
Firms that were already providing virtual asset services in Brazil must file phase 1 of the authorisation process by 30 October 2026 (Resolution BCB 520, article 88, item I; Normative Instruction BCB 704, article 9). From 6 November 2026, under Resolution BCB 589 amending article 91 of Resolution 520, banks, payment institutions and other BCB-authorised institutions may not carry out or enable virtual asset operations with providers that are not authorised, except as the rule allows.
