What Is Changing
Jamaica has passed a Virtual Assets Service Providers Act: the House approved it on 1 October 2026 and the Senate in October 2026, and the Senate affirmed the VASP (Licensing) Regulations, 2026 on 30 October 2026. The Financial Services Commission (FSC) will license and supervise providers and plans supplementary supervisory rules. As of 1 November 2026 no commencement date and no FSC application window had been announced.

The Senate has approved the Virtual Assets Service Providers Act (reported 12 Oct 2026). The Act introduces mandatory licensing, supervision and enforcement powers aligned with FATF Recommendation 15, with the Financial Services Commission as the regulatory authority.

The Senate affirms the Virtual Asset Service Providers (Licensing) Regulations, 2026, which set the FSC licence application requirements (ownership and control, management, safeguarding of customer assets, AML controls, technology risk, financial capacity) and ongoing duties such as annual declarations and seven-year record keeping.
