Bank of Russia Registers First Self-Regulatory Organisation for Crypto Exchanges and Digital Depositories

The Bank of Russia said on 29 October 2026 that it has entered the first self-regulatory organisation (SRO) for digital depositories and organisations conducting digital currency exchange into its unified register of financial market SROs. Under current law, crypto exchange organisations and digital depositories on the central bank's registers must join an SRO within 90 days.

Who Received the Status

The central bank's announcement does not name the organisation. The National Association of Securities Market Participants (NAUFOR) said on the same day that it had received SRO status for digital depositories and digital currency exchange organisations, and that the Bank of Russia took the decision on 29 October.

NAUFOR said it will take part in developing standards, monitor compliance with them and represent the industry before the Bank of Russia. It already received SRO status for operators of information systems that issue digital financial assets earlier in October, which the Bank of Russia announced on 8 October 2026.

What It Means for Registered Firms

Mandatory SRO membership for digital asset and digital currency market participants comes from Federal Law No. 282-FZ of 4 August 2026 on Digital Currencies and Digital Rights, according to NAUFOR. With an SRO now in the register, firms already listed by the Bank of Russia as digital depositories or digital currency exchange organisations face the 90-day membership requirement set out in the central bank's announcement.

The Bank of Russia's announcement does not give a calendar end date for the 90-day period.
